Pena Roja in Pais Vasco is an exposed beach break that offers pretty consistent surf and can work at any time of the year. This spot primarily produces right-hand waves from an equal measure of windswells and groundswells; while it is best surfed around low tide and can even handle light onshore winds, visitors should be mindful that it is a fairly popular wave that can become crowded and may be subject to pollution. The best conditions occur when a North-northwest swell combines with South-southeast offshore winds, with December being the prime month for consistent, clean waves.
